Problem: the shared location template outputs a meta robots noindex directive.

Acceptance criteria: eligible pages return 200, output index/follow behavior, self-canonicalize, appear in the location sitemap and remain linked from the coverage hub.

QA: test staging HTML, crawl the affected template after release, inspect live URLs and monitor Search Console coverage.
